Coast Guard Adm. Charles Ray, the vice commandant of the
Coast Guard, and Coast Guard members gather for the
presentation of the Air Medal to Lt. Ronaqua Russell at the
Tuskegee Airmen National Historic Site at Moton Field, in
Tuskegee, Alabama on February 21, 2019. Russell is the first
African-American female in the Coast Guard to be awarded the
